Una asamblea tranquila al tibio sol otoñal en Copenhague
Más de 60 personas provenientes de 33 países participaron en la Asamblea General Anual de ISWA el domingo 1 de octubre. La reunión se desenvolvió en un clima afable y sin ningún problema real bajo la consigna: DISPOSICIÓN RESPONSABLE CON ISWA

Asamblea General Anual de ISWA
Fue difícil de creer, según los estándares daneses, que ese día veraniego, soleado y templado realmente era el primer día del mes de octubre. Pero lo era y también era el día de la Asamblea General, encuentro anual de todos los representantes nacionales en ISWA.

Nueva presidencia
Este año, la asamblea debía elegir el nuevo presidente de ISWA ya que el Sr NC Vasuki, EE.UU, cumplió con los dos años de mandato en la presidencia de dicha institución.
Mediante un voto unánime y un gran aplauso al momento de aprobar esa moción la Asamblea eligió al anterior vicepresidente Sr Nils Jorn Hahn, representante de Dinamarca, como presidente de ISWA para el próximo período. El Sr Hahn es el Director Administrativo de la compañía danesa R98, contratista de Copenhague responsable de la recolección de residuos desde 1898.
Después de esa elección, también formaba parte de la agenda la elección de un nuevo vicepresidente. Como la Asamblea General tenía tres candidatos entre los cuales debía elegir, esta elección llevó un poco más de tiempo que la primera. Los candidatos provenían de Australia, Argentina y el Reino Unido.
Con más del 75% de los votos, el Dr. Atilio Savino de Argentina fue el elegido y es el nuevo vicepresidente de ISWA. Función auspiciosa por cierto, según la tradición de esta asociación internacional.

La abrumadora mayoría obtenida, da cuenta del amplio reconocimiento a la
trayectoria y desempeño de Atilio Savino dentro de ISWA. Ese reconocimiento advierte la relevancia del trabajo desarrollado a lo lago de más de 10 años junto a esta Institución Internacional y su compromiso permanente en busca de las mejoras prácticas disponibles y las soluciones posibles para la Gestión Integral y Sostenible de los Residuos Sólidos Urbanos no sólo en nuestra comunidad sino en el mundo.

Programa Anual de ISWA
Las ceremonias se realizaron como parte de la ceremonia de apertura que incluyó la participación destacada del Su Alteza Real el Príncipe heredero Frederik de Dinamarca, la Ministra de Medioambiente de Dinamarca, Connie Hedegaard y el Alcalde de la Administración Técnica y Ambiental de Copenhague, Klaus Bondam. Esta sesión concluyó con un debate encendido sobre cuestiones ambientales e intereses comerciales. También hubo espacio para el entretenimiento, siguiendo la tradición de estos congresos: en este caso, canciones de la película West Side Story y un ballet de pantomima.
El Congreso Anual de ISWA ofreció un programa completo de conferencias, debates interesantes y presentaciones junto con una variedad de estudios de caso sobre cómo los países, las municipalidades y las industrias de todo el mundo han adaptado y desarrollado los medios para manipular los residuos según las nuevas demandas y los nuevos objetivos del desarrollo moderno.
El Programa del Congreso se dividió en tres áreas centrales.
Un área se centró en los niveles internacionales, nacionales y locales de la normativa. Se analizó Qué grado de aplicación tienen los acuerdos internacionales (es decir, la Convención de Basilea) y cuáles son los desafíos futuros que esperamos enfrentar. Entre otras, esta área incluyó presentaciones de la ciudad de Boras (Suecia), la ciudad de Puerto Alegre (Brasil) y Singapur sobre cómo lograron el éxito en distintas áreas vinculadas a la gestión de residuos.
Otra área se centró en los impulsores de la innovación, su desarrollo y qué los caracteriza en la actualidad. También se consideró de qué manera los impulsores de las políticas sobre gestión de residuos y la legislación cambiaron desde una perspectiva histórica y se preguntaron qué se puede aprender del pasado y cuáles serán los factores dominantes en el futuro. La sesión contó con estudios de caso de todo el mundo.
El tema general de la última área fue las herramientas de apoyo para la toma de decisiones en el nuevo abordaje sobre el impacto ambiental de la gestión de residuos, centrado en los distintos modelos teóricos. Se han analizado y debatido preguntas críticas tales como de qué manera prever el futuro a través de distintos escenarios y de qué manera combinar el pensamiento sobre el ciclo de vida con los instrumentos analíticos dados.

Varias organizaciones ambientales de todo el mundo asistieron al Congreso. Entre los países representados se encuentran: Argentina, Australia, Bélgica, Brasil, Dinamarca, el Reino Unido, España, Finlandia, Francia, Grecia, India, Irlanda, Israel, Italia, Japón, Latvia, los Estados Unidos, Malasia, Portugal, Rumania, Singapur, Suiza y Turquía.

Calm assembly in the Autumn sun
More than 60 persons from 33 different countries participated in the Annual ISWA General Assembly on Sunday, 1 October. The meeting transpired in a mild mannered way and without any real drama – under the slogan of Waste Wise With ISWA!

Annual ISWA General Assembly
It was hard to believe that this – by Danish standards – sunny and warm summer day was actually the first day of October. But so it was, and this also meant the day of the 2006 Annual ISWA General Assembly.

New Presidency
This year the assembly was to elect a new ISWA president, as Mr NC Vasuki resigned after his two years’ term.
By a unanimous “ay” in a straight approval of the motion and a big applause the Assembly elected the former vice president Mr Nils Jorn Hahn (Denmark) as ISWA president for the next two years. Nils is the Managing Director of the Danish company of R98 – the Copenhagen contractor on waste collection since 1898.

Following this election a new vice president was on the agenda as well. As the General Assembly had three candidates to choose between, this election took a little longer than the first! The candidates were from Australia, Argentina and the United Kingdom. The outcome was, with more than 75% of votes, that Mr Atilio Savino (Argentina) is now the Vice President of ISWA. A promising position, indeed, according to ISWA’s tradition.

The overwhelming majority obtained, describes the broad acknowledgement to Atilio Savino’s career and performance in ISWA. This acknowledgement notes the relevance of the work done throughout 10 years with this International Institution and his permanent committment aimed at obtaining the best available practices and possible solutions for the Urban Solid Waste Integrated and Sustainable Management not only in his community but also around the world.

The ceremonies took place as part of the opening session which included the prominent participation of His Royal Highness Crown Prince Frederik of Denmark, the Danish Minister of the Environment, Connie Hedegaard and the Mayor of the Technical and Environmental Administration in Copenhagen, Klaus Bondam. This session concluded with a hot debate on environmental concerns and trade interests. Also entertainment took place following these Congresses tradition, in this case were songs from West Side Story and a Pantomime ballet.

The ISWA Annual Congress offered a complete programme of lectures, interesting debates and presentations along with a variety of case studies on how countries, municipalities and industries around the world have adapted and developed their means of handling waste according to the new demands and targets of modern development.

The Congress Programme was divided into three different focus areas.
One area put focus on the international, national and local levels of regulation. How widely have the international agreements (i.e. the Basel Convention) been implemented and what future challenges do we expect to face? Among others, this area included presentations from the City of Boras (Sweden), the City of Porto Allegre (Brazil) and Singapore on how they have succeeded in various areas of waste management.

Another area was focused on the drivers for innovation, their development and what characterizes them today. How has waste management policy drivers and legislation changed in a historical perspective? What can we learn by looking at the past? And what will be the dominating drivers for the future? The session case studies from all over the world.

The overall topic of another area was decision support tools for the new impact approach to waste management, focusing on the various theory-based models. Critical questions such as how to predict the future through various scenarios, and how to combine life-cycle thinking with the given analytical instruments have been discussed.

Several environmental organizations from all over the world attended the Congress. Among the countries represented are: Argentina, Australia, Belgium, Brazil, Denmark, Finland, France, Greece, India, Ireland, Israel, Italy, Japan, Latvia, Malaysia, Portugal, Romania, Singapore, Spain, Switzerland, Turkey, USA and United Kingdom.
